Most affected actually are the workers who strap the blowers onto their backs and endure it all day. Doubtless they will need costly health care later in life..
Technology now provides cleaner, quieter, electric alternatives..

Evanston has outlawed gas powered leaf blowers all together as of April 1, 2023
The noise and pollution is an imposition on an increasing number of people as many are staying home with the new normal. You have the right to complain. That's why there is an ordinance and police are actively enforcing it. If you politely call the non-emergency number at 847.256.1200 they will send an officer out to investigate.
Often landscapers will start earlier and end later than ordinance allows. You can make calls regarding that also. or contact village code enforcement here:
